Troy Bilt Power Washer 3000 Psi Manual

Unable to start the engine following a 6 month period of pressure washer inactivity. Prior to attempting my first start I cleaned the air filter, changed the spark plug, drained and refilled the fuel tank, removed the carb and cleaned all vents, internal and external moving parts with carb cleaner then reassembled. Also manufactured a new seal that goes between the carb throat and the rubber air filter housing. After reassembling all parts the P/W still will not kick over following all starting procedures by the book. Any suggestions? The model number is 020337-0, its a 2550 psi unit.
